Fast forwarding to 1990, the Riverboat Gambling Act was enacted by the legislature and signed into law by the governor. It allowed for casino gaming on licensed riverboats that were actually out on the water away from the shore.

This presented problems because people could not come and go freely throughout the day, and this limited revenue generation. In 1990, the law was amended to allow for “riverboat” casinos that are permanently docked.

In 2019, the Gaming Expansion Law opened up new possibilities. It authorized the construction of six additional casinos, and it allows for table games and slot machines at licensed horseracing tracks.
